Importing stainless steel from China: how not to buy defective metal
Importing stainless steel from China comes down to three checks: the grade in the certificate, the actual chemical composition of the batch and the delivery terms.
Defective metal arrives not because the mill is bad, but because the contract did not fix the grade, the standard, the acceptance procedure and liability for non-conformity. Below are the delivery schemes, quality checks, certificates and logistics.
Who ships and at what price: importing stainless steel from China
There are three delivery schemes. In the first, the buyer itself concludes a foreign trade contract with the mill or exporter and organises the logistics. In the second, it goes through an agent or trader: they connect you with the mill and help with documents and clearance, but add their own markup. In the third, delivery is on terms where the seller takes on logistics and clearance: under CPT, CIP or DDP the buyer receives the metal closer to its own warehouse.
The import price is not equal to the mill price. It includes the metal itself, packaging and marking, delivery to the port, freight, insurance, transshipment, customs payments, import tax, bank charges, possible demurrage and storage. The supplier shows some of the line items and hides others in the total, so it is better to request the breakdown separately and check it against the delivery basis.
It only makes sense to compare offers on the same basis: a "to port" price and a "to warehouse" price differ in the set of costs. Look for current market benchmarks in the prices section rather than in correspondence with a single supplier.
Quality checks
Checking starts before payment. Request a specification stating the grade, standard, dimensions, tolerances, surface and type of packaging. Then a mill quality certificate with the heat number and the actual chemical composition. If the document only says "304", that is not enough: you need the chromium and nickel values.
During production or before shipment, an inspection is ordered: sampling, spectral analysis, measurement of dimensions and wall thickness, checking of the surface, marking and the weight of the bundles. For pipes, the tests required by the standard are additionally reviewed — hydraulic, flattening or flaring. For grades prone to intergranular corrosion, the corresponding test.

A magnet is a poor testing tool. Austenitic grades are weakly magnetic after annealing and are attracted to a magnet more strongly after cold deformation. The absence of magnetism does not prove that what you have is 304, and its presence does not prove that it is not 304.
Certificates and grade equivalents
Chinese mills produce rolled steel to ASTM, EN and GB and usually issue a quality certificate to EN 10204 type 3.1: the document is issued by the mill's technical control service, is tied to the heat and contains the test results. This is not an independent examination, but it is a workable document if its data match the results of incoming inspection.
Grade equivalents help you read a specification, but they do not replace it. AISI 304 is close to 08Х18Н10, AISI 316L to 03Х17Н14М2, AISI 201 to 12Х15Г9НД, AISI 430 to 12Х17. A match in name does not mean a match in tolerances and surface, so the contract states the grade, the standard and the finish requirements.
Acceptance is described in advance: who takes samples and how, within what period a claim is filed, what counts as non-conformity and which documents are needed for a claim. Without this, a conversation about defects after unloading almost always comes to nothing.
Logistics and lead times
Container shipping by sea is the main method for long-distance deliveries, rail for continental routes and road for the short leg and batches within the region. Rolled steel is loaded in bundles and packs on wooden spacers, the edges are protected and the metal is covered against moisture: a sea passage and temperature swings produce condensation.
The lead time is made up of production or accumulating the batch, preparing documents, container placement, transit time, transshipment and clearance. The buffer should be allowed for transshipment and customs, not for the sea passage: delays more often arise there. The terms are fixed in the contract by basis, not "on readiness".

How to distinguish AISI 201 from AISI 304
Only by analysing the composition. In 201 part of the nickel is replaced with manganese, so spectral analysis shows low nickel and elevated manganese. A magnet and a spark test give no definitive answer.

A mill quality certificate with the heat number, chemical composition and test results, usually to EN 10204 type 3.1. A certificate of origin and packaging documents are additionally requested.
Can a batch be checked before shipment
