The certificate of origin for steel products is one of the basic documents of a foreign trade delivery: it confirms where the metal was produced, and customs payments and the goods' admission to the buyer's market depend on it.

Where goods are shipped from Russia

The destinations of stainless steel exports are determined by three things: solvent demand, logistics and requirements for standards. Rolled steel to ГОСТ are in demand where design follows Russian and post-Soviet norms; rolled steel to ASTM and EN — where Western standards or their local equivalents are required.

Conventionally, the markets fall into four groups:

  • the EAEU countries — a short haul, common norms, a minimal set of formalities;
  • Turkey and the Middle East — sea container lines, demand for pipes and sheet;
  • South-East and Central Asia — a long haul, rail and sea, strong competition with local rolled steel;
  • the CIS countries and Transcaucasia — rail, mixed schemes, often small batches.

Restrictive measures and requirements for the recipient change, so the composition of permissible deliveries and documents is checked before signing the contract, not before shipment. A universal list "for all countries" does not exist.

A foreign trade transaction is assembled from several groups of documents: commercial, transport, quality and origin. An error in any of them slows down clearance at the border.

A certificate of origin comes in different forms. For deliveries within the EAEU a document of origin is issued under the rules of the union, for third countries — a general form certificate. It is issued by an authorised organisation, usually a chamber of commerce, on the basis of production documents.

A quality certificate is not a formality for the buyer. It is there that the heat number, the actual chemical composition and the test results are stated. Without it, a dispute about the grade turns into a dispute about words.

Currency control

Payments under a foreign trade contract go through a bank, and the bank performs the functions of currency control: it checks the contract, monitors the receipt of proceeds or the delivery of goods, and requests supporting documents. The specific procedure depends on the jurisdiction of the parties, the bank and the contract amount, so it is clarified with your bank before the trade.

Practical conclusion for the seller: the more carefully the invoice, transport documents and declaration are drawn up, the fewer questions arise when closing the trade. A discrepancy in the description of the goods between the contract and the declaration is the most common cause of enquiries.

Trades on the GCX exchange are conducted in USD, CNY and RUB. The exchange does not store bank details and does not make payments for the goods: the parties settle with each other directly, outside the platform. Within a trade the currency, volume, goods, basis and shipment week are fixed — these data help prepare documents without discrepancies.

Logistics and deadlines

The delivery method is chosen for the batch and the destination: road for a short haul and small volumes, rail for bulk shipments over long distances, container for sea routes and mixed schemes.

Costs are allocated by the Incoterms basis specified in the order and the contract. Under FCA the main carriage is paid by the buyer, under CPT and CIP — by the seller, under DDP the seller also covers import clearance with duties. The basis is set before matching and is carried into the trade without renegotiation, so it must be chosen in advance.

The delivery time is made up of the provision of transport, loading, time in transit, transhipment and clearance at the border. The shipment week in the order is an ISO week, Monday–Sunday; it must match exactly, and an unmatched order expires on the Monday of its shipment week. In the contract the deadline should be tied to shipment, not to unloading: the latter is affected by the carrier and customs.
